The Framework identifies the planning, technical and regulatory obligations used to answer the central question examined throughout this website: do the available documents show that the Lal Lal Wind Farm's planning, technical and regulatory obligations are being met?
How the framework fits together
Each issue is examined through the same documentary pathway, beginning with the planning law and governing instruments, then following the assessment, audit, agency and disclosure records available for verification.
Each layer has a different documentary role
Not every document proves the same thing. Some create obligations, some prescribe methods, some record assessment work, and others show audit, regulatory or Freedom of Information responses. The role of each document must be kept distinct when examining whether the available record demonstrates compliance.
How each issue is examined
The website applies one consistent method: identify what was required, identify the evidence found, record any documentary gap, publish the question raised, publish the response received and state the current documentary position.
Requirement
Identify the governing condition, method or reporting obligation.
Evidence found
Identify the documents, reports, correspondence and disclosures located in the available record that address the requirement.
Documentary gap
Identify any required step, supporting document, inconsistency or explanation that has not been located in the available record.
Question raised
Record the question put to the operator, consultant, regulator or other organisation.
Response received
Publish the answer received and record where no response, or no substantive answer to the question, was provided.
Current documentary position
State whether the available documents now show how the obligation was addressed, without substituting a regulatory finding for the documentary record.
The same method is used throughout the website
K15aa provides the clearest worked example. Each issue page keeps the requirement, evidence found, documentary gap, questions raised, responses received and current documentary position separate so readers can follow the documentary pathway without changing the test from page to page.
Why this matters
Using the same method across the website lets readers compare K15aa, NCTP, NZS 6808, SAC, permit amendment and FOI issues against the same central question: whether the available documents show that the relevant obligations are being met.

Agency Records
The Agency Records gateway separates the documents of EPA Victoria, the Department of Transport and Planning, Moorabool Shire Council and the Australian Energy Infrastructure Commissioner. It allows readers to see what each authority was asked, what documents or decisions were provided, what position was stated and what remained unanswered or not located.
