- Can an independent reader reconcile the governing requirement with the disclosed documentary record?

The Schedule should be read together with the Supporting Record and Analytical Memorandum, Annex A, Annex B, Annex C, Annex D and Annex E. Those documents contain the detailed chronology and analysis; the Schedule supplies the repeatable verification method.
