Documentary Verification Schedule

This page places the Documentary Verification Schedule at the centre of the repository. The Schedule asks whether the mandatory requirements of the governing planning and technical framework can be independently verified from the disclosed documentary record.

The central question

The Schedule does not determine compliance or non-compliance. It does not determine legal rights. It does not express regulatory findings. It records what the disclosed administrative and documentary record enables an independent reader to verify.

The four questions

  1. What does the governing framework require?
  2. What documents have been identified on the disclosed record?
  3. Does the disclosed record identify any document explaining or authorising any difference between the governing requirement and the disclosed record?
  4. Can an independent reader reconcile the governing requirement with the disclosed documentary record?

How to read the Schedule

It is a verification tool, not a conclusion document

The Schedule should be read together with the Supporting Record and Analytical Memorandum, Annex A, Annex B, Annex C, Annex D and Annex E. Those documents contain the detailed chronology and analysis; the Schedule supplies the repeatable verification method.
