Professional standards record

Professional Standards & Complaints Pathways

A documentary record of the direct professional clarification pathways concerning Lal Lal Wind Farm acoustic work, the separate capacities in which professional-body complaints were made, and the governing AAS and AAAC processes.

Publication boundary

Complaint material is not reproduced

This page does not publish the formal professional-body complaints, submissions made within those complaint processes, investigation material, or confidential complaint-process correspondence. It publishes only independently existing correspondence and documents that preceded, or exist separately from, the confidential professional-body processes.

The lodging of a complaint is not a finding. Nothing on this page should be read as establishing professional misconduct, unsatisfactory performance, breach of a code, or other wrongdoing. Any outcome will be recorded only if and to the extent that the relevant professional body makes a determination capable of public disclosure.

Capacity matters

Two distinct complainant pathways

The record deliberately separates complaints made by the Beneficiary in private capacity from complaints made by the Corporate Trustee.

Beneficiary — private capacity

Australian Acoustical Society (AAS)

The AAS Constitution permits a complaint to be made by any person concerning specified professional-conduct or performance matters. The AAS complaints recorded here were made independently by the Beneficiary in his private capacity.

Where later Trustee correspondence was supplied to the Beneficiary, it was supplied for information and independent consideration. The Trustee did not become the complainant by providing that material.

Corporate Trustee — Trustee capacity

Association of Australasian Acoustical Consultants (AAAC)

The AAAC procedure provides a pathway for an external person or party to raise a complaint against an AAAC member firm after direct attempts at resolution. The AAAC complaints recorded here were made by LEWIS TROJAN HORSE PTY LTD as Trustee of the Owen Robert Inter Vivos Trust.

The AAAC process is treated as confidential in accordance with its published procedure. Only the existence and broad procedural status of the complaints are recorded here.

AAS — Beneficiary private-capacity pathway

The public record below is limited to the independent pre-complaint correspondence and the factual existence of the complaint pathway.

2 August 2026Beneficiary — private capacity

Gustaf Reuterswärd — AAS complaint pathway

The Beneficiary had an earlier direct correspondence record with Mr Reuterswärd dating from January 2024 concerning aspects of SLR's Lal Lal Wind Farm acoustic reporting, including K15aa, Special Audible Characteristics, J14aa, report versions and the question of professional independence.

Separately, in 2026 the Trustee issued a formal procedural-fairness Notice to Mr Reuterswärd on 26 July, provided subsequent documentary updates for information, and issued a Completion of Procedural Opportunity Notice on 11 August. Those Trustee documents expressly formed part of the Trustee's own administrative record and did not themselves make a professional-misconduct finding.

The Beneficiary subsequently advised the Trustee that he had independently lodged an AAS complaint in his private capacity. The complaint itself is not published on this website.

29 August 2026Beneficiary — private capacity

Thomas Evans — AAS complaint pathway

The Trustee corresponded directly with Resonate Consultants and Mr Evans between 5 and 21 August 2026 concerning the scope, assumptions and professional basis of Resonate's 30 September 2024 peer review. The correspondence records Resonate's response and the Trustee's subsequent requests for clarification.

After completing that direct correspondence pathway, the Trustee provided the relevant correspondence and documentary material to the Beneficiary for information and independent consideration. The Trustee did not direct, authorise or request that the Beneficiary make a complaint. The Beneficiary's subsequent AAS complaint was made independently in his private capacity; the Trustee was not the complainant.

The complaint itself is not published on this website.

AAS professional standards pathway

The AAS Constitution provides that a complaint may be made to Federal Council by any person in relation to the categories identified in clause 17.2. The Society's Code of Ethics addresses responsibility, competence, objective and truthful professional statements, conflicts and professional reputation.

Public professional statement

SLR Public Information Session — Gustaf Reuterswärd on K15aa

The public documentary record also includes an information-session statement by Gustaf Reuterswärd addressing the K15aa operational noise-limit pathway. The presentation records that the endorsed NCTP did not include a noise limit for K15aa and that SLR subsequently monitored K15aa and derived a limit.

Public Information Session excerpt — Gustaf Reuterswärd discussing K15aa and SLR's subsequent monitoring and limit-derivation pathway.
Why it is published here: The excerpt is independently existing public material and is not confidential professional-body complaint material. It is relevant because it records the professional's own public explanation of a matter that also appears in the K15aa/NCTP documentary record. Publication of the statement is not a finding by AAS, AAAC or this website concerning professional conduct.

AAAC — Trustee external-complaint pathway

The complaint records themselves are not reproduced. The cards identify the member-firm pathway, the direct-resolution correspondence that can be published independently, and the capacity in which the Trustee acted.

13 August 2026Trustee capacity

SLR Consulting Australia Pty Ltd

The Trustee's direct-resolution pathway comprised the 26 July procedural-fairness Notice, information-only updates on 29 July and 5 August, and the 11 August Completion of Procedural Opportunity Notice. The professional principally identified in that correspondence was Mr Gustaf Reuterswärd.

The Trustee subsequently lodged an external complaint with AAAC concerning SLR Consulting Australia Pty Ltd. The complaint and all complaint-process correspondence are excluded from this public page.

15 August 2026Trustee capacity

ARUP Australia Pty Ltd

On 11 August 2026 the Trustee sought documentary and technical clarification from ARUP concerning its independent verification work, including report-version control, the K15aa verification pathway and the later DTP FOI clarification. The correspondence expressly stated that its purpose was not to allege error or professional misconduct.

The Trustee subsequently lodged a separate AAAC complaint concerning ARUP Australia Pty Ltd and its verification role. The complaint itself is not published.

22 August 2026Trustee capacity

Marshall Day Acoustics Pty Ltd

The Trustee wrote to Marshall Day Acoustics on 10 and 15 August 2026 seeking clarification concerning its own historical professional work, including I14aa/St Sava, pre-construction predictive material, K15aa and the NCTP, including the later Draft Revision 5 record.

The correspondence records the Trustee's preference to resolve and accurately record MDA's professional position directly before any external escalation. The Trustee subsequently lodged a separate AAAC complaint concerning Marshall Day Acoustics Pty Ltd. The complaint itself is not published.

August 2026Trustee capacity

Resonate Consultants

The Trustee's direct correspondence with Resonate and Mr Thomas Evans ran from 5 to 21 August 2026 and expressly sought to resolve the professional clarification directly before considering an external complaint pathway.

A separate AAAC complaint concerning Resonate Consultants was subsequently lodged by the Trustee. The precise complaint date is not stated on this public page because the public-facing source set used here is confined to the independently publishable correspondence. The complaint and complaint-process correspondence are not reproduced.

AAAC complaints and professional standards pathway

The published AAAC Member Disputes & Complaints Procedure contemplates complaints by external persons or parties, initially directs efforts toward resolution between the parties, and contains specific confidentiality provisions for the complaint process. Readers considering their own concerns should consult the current AAAC materials directly.

How to read this record

Correspondence first; findings only if formally made

The public record allows readers to examine the questions put directly to the relevant professionals and firms before the professional-body pathways were invoked. It does not ask readers to treat the existence of a complaint as proof of its allegations.

Published

Pre-complaint correspondence, procedural-fairness notices, professional-body constitutions, codes and published complaints procedures.

Not published

Formal AAS or AAAC complaint documents, complaint-process submissions, confidential correspondence, committee material or other non-public complaint-process records.
