Understanding the record

What is an Administrative Record?

An administrative record is an organised collection of documents, correspondence and other material that records how a regulatory or administrative matter developed over time. This record presents that material in a structured format while preserving the original source documents.

Each document below is provided for direct public access. The administrative and evidentiary record was crystallised as at 29 June 2026 and transmitted to the Victorian Ombudsman on 6 July 2026 as a Supplementary Public Interest Submission.

What the record presently contains

The record presently contains regulatory framework documents, the original public-interest submission, the Supplementary Public Interest Submission, Supporting Record and Analytical Memoranda, evidentiary Annexes, the Documentary Verification Schedule, Trustee governance documentation, administrative chronology and administrative continuity records.

Public-authority records within the record

The continuing public record now includes a dedicated gateway for the records of EPA Victoria, DTP, Moorabool Shire Council and the AEIC. The gateway does not alter the crystallised Trustee documents; it provides a structured public index for later agency-specific publication and analysis.
